Terry Miller
Chief Financial Officer Executive Management
Terry Miller is the Chief Financial Officer (CFO) of the South Dakota Science and Technology Authority (SDSTA). He provides leadership and coordination in administrative planning, accounting, budgeting, and contracts and procurement efforts for SDSTA. He also oversees the development and maintenance of financial and accounting systems including the annual budget, financial statements, accounting processes, revenue tracking, and reporting systems ensuring proper budgeting and financial accountability. Additionally, he directs the contracts and procurement to ensure compliance with all policies and procedures.
Terry Joined the SDSTA as CFO in 2022. With over 35 years of experience in government finance, he has served in various rolls, including: Controller at Black Hills State University, Director of the Executive Management Finance Office, Senior Fiscal Analyst for the Legislative Research Council, and Chief Accountant for the Bureau of Finance and Management.

Terry grew up in South Dakota and attended Black Hills State University earning a Bachelor of Science degree in Business Administration with accounting emphasis. He also participated in the South Dakota Leadership Development Program through the University of South Dakota as part of the first cohort selected by the state’s governor.
Terry and his wife, Amie, have four children and five grandchildren who are the light of their lives. They enjoy spending time in the Black Hills with family and friends. Terry considers the Black Hills “the best place on Earth.”
