Summary

This Request for Proposal (RFP) is issued by the South Dakota Science and Technology Authority (SDSTA) for Training Services for Rigger 1, Rigger 2, Master Rigger, Crane Signal, and Overhead Crane Operator Certifications at Sanford Underground Research Facility (SURF).

A Best Value Selection will be made and consider such items as time to completion, quality of training personnel, and length of certifications provided.

PURPOSE:

This Request for Proposal (RFP) is issued by the South Dakota Science and Technology Authority (SDSTA) for Training Services for Rigger 1, Rigger 2, Master Rigger, Crane Signal, and Overhead Crane Operator Certifications at Sanford Underground Research Facility (SURF).

An IDIQ contract will be awarded and future amounts based on the total of the quantities and unit costs listed on the bid sheet, demonstrated competence, and qualifications for the required work. Documents included with this RFP include:

PROJECT BACKGROUND/EXISTING CONDITIONS:

SDSTA is a quasi-governmental agency established by the State of South Dakota to operate and manage SURF at the former Homestake Gold mine in Lead, SD. This facility has been rehabilitated and developed to support a variety of scientific experiments, including physics, biology, geology, and others. 

SDSTA has multiple skill personnel at various levels of certification involving Rigging and Crane Operating and seeks to provide professional certification advancement opportunities. 

 

SCOPE OF WORK:

This scope of work outlines the provision of training services for Rigger 1, Rigger 2, Master Rigger, Crane Signal, and Overhead Crane Operator certifications. The training will support the ongoing operational needs of the Sanford Underground Research Facility in Lead, SD and adhere to relevant regulations and standards.

  • Objectives:
    • Provide comprehensive training for the specified certifications.
    • Minimize operational impacts by offering both online and in-person training in Lead, SD.
    • Ensure compliance with OSHA Regulations and ASME Standards.
  • Scope:  Conduct training sessions for the following certifications:
    • Rigger 1 
    • Rigger 2 
    • Master Rigger 
    • Crane Signal 
    • Overhead Crane Operator 
  • Deliverables:
    • Training course and materials tailored to each certification level.
    • Certifications of completion for all learners upon successful completion of training and testing.
    • Course duration and schedule for each certification level.
    • Description of the certification and testing process.
    • 3 year certification for Master Rigger certification.
    • Provide pricing for future additional learners and all refresher training cost for the next 5 years.
  • Roles and responsibilities:
    • Trainer to provide training, certifications, and course materials.
    • SDSTA to coordinate scheduling and attendance of learners. 
    • SDSTA to provide classroom for in-person training and computers for on-line training.
  • Acceptance Criteria:
    • All training and certifications must comply with OSHA and ASME standards.
    • Learners must pass the certification test to receive certificates.
    • Travel rates must follow GSA maximums

SUBMISSION REQUIREMENTS:

  • Eligibility – To be eligible for contract award, a firm must be registered with SAM.gov.
  • Proposal Format – Proposals should be provided in digital format as a pdf file in standard letter size pages using a legible 12-point font. Note that there is a 20-page limit for proposals. 
  • Content – Proposal must contain the following:
    • Qualifications – Provide resumes for key personnel proposed for this training. Resumes should include qualifications, certifications, and experience in the specific role proposed.
    • If appropriate, describe the working relationship between each of the overall team members, including an organizational chart of the proposed team. 
    • Examples – Describe at least two similar trainings that the trainer has completed within the past two years. Example projects should be of equivalent or similar scope. Examples should note the customer, location, and date.
    • Safety – Provide a description of the safety program(s) necessary to perform training. 
    • Schedule – 
      • Define schedule for online and in-person training sessions.
      • Identify key milestones, such as prerequisite certifications, course start and end dates, and testing dates.
    • Pricing – Detailed Cost breakdown for the training services including any associated expenses. Include pricing for future and associated trainings.
    • Exceptions – Proposal must list any exceptions to the draft contract, terms and conditions, or other RFP materials. 

PROPOSALS DUE:

Submit an electronic copy (pdf format) of the proposal no later than 5:00 p.m. on May 23rd, 2024 to William Kelly, wkelly@sanfordlab.org. A request for an extension of time may be submitted to SDSTA no less than 24 hours before the due date and time.

Questions are due by 5pm on May 15th, 2024.Responses to questions will be emailed and posted to the SDSTA website no later than May 16th, 2024. The proposal period may be extended at the discretion of SDSTA based on the quantity and/or complexity of questions.
